On 27 October 2026, senior patrons and members of the Action Committee for the United States of Europe met with the European Commissioner for Defence and Space, Andrius Kubilius, in Brussels. The meeting, which took place at the Commissioner’s invitation, provided an opportunity to discuss European defence and to present the Committee’s programme of proposals.

The programme charts a course towards a common European defence, combining measures under the existing Treaty with longer-term institutional reforms. Its central message is that Europe’s security requires shared capabilities, effective decision-making and democratic accountability.

Practical proposals for a common European defence policy
The document calls for at least 50 per cent of Member States’ defence investment to be allocated to joint European programmes, alongside measures to reduce duplication and develop shared strategic capabilities.

It also proposes strengthening European military command structures and gradually developing a permanent European force to complement national armed forces. A European Security Council would provide political guidance and enable participating countries to respond more effectively to security challenges.

These proposals are accompanied by a financial and democratic framework: common funding instruments, enhanced oversight by the European Parliament and, in the longer term, a reform of the Treaties leading to a European federation with a common defence. The programme also covers cooperation with NATO and European partners, as well as resilience in the face of hybrid threats and foreign interference.

From proposals to political action
At the end of the meeting, Commissioner Kubilius welcomed the discussion and the ideas put forward by the patrons, emphasising that the responses we provide today to the challenges facing Europe will shape the lives of future generations.

For the members of the Action Committee, the meeting provided an opportunity to put forward concrete institutional proposals as part of the debate on European defence. The challenge now is to translate this political ambition into shared capabilities and accountable European institutions.
